Foreword: This volume contains the proceedings of the 9th International Joint Conference on Computational Intelligence (IJCCI 2017), held in Funchal, Madeira, Portugal, 1 – 3 November, 2017. IJCCI is sponsored by the Institute for Systems and Technologies of Information, Control and Communication (INSTICC), co-organized by Universidade da Madeira and had Madeira Interactive Technologies Institute (M-ITI) as a local partner. . IJCCI is held in cooperation with the ACM Special Interest Group on Artificial Intelligence (SIGAI), the Associazione Italiana per l'Intelligenza Artificiale (AI*IA), the Association for the Advancement of Artificial Intelligence (AAAI), the European Society for Fuzzy Logic and Technology (EUSFLAT), the Portuguese Association for Artificial Intelligence (APPIA) and the European Association for Artificial Intelligence (EurAi). The purpose of IJCCI is to bring together researchers, engineers and practitioners on the areas of Evolutionary Computation, Fuzzy Computation, Neural Computation and Cognitive and Hybrid Systems. The connection of these areas in all their wide range of approaches and applications forms the International Joint Conference on Computational Intelligence. IJCCI includes four talks delivered by internationally distinguished speakers: António Dourado (University of Coimbra, Portugal), Emma Hart (Edinburgh Napier University, United Kingdom), Paulo Novais (University of Minho, Portugal) and Jonathan Garibaldi (University of Nottingham, United Kingdom). The conference program also contains a thematic session of “Soft Computing Techniques: A Nature-Inspired Framework for more Advanced Artificial Intelligence” (SCT) and a doctoral consortium to allow the PhD Students to discuss their research in an international forum. IJCCI aims to provide platforms for scientific exchanges amongst researchers and so 2 tutorials are held in conjunction with the conference. A tutorial on Interpretable Fuzzy Systems delivered by Prof. Corrado Mencar (University of Bari "A. Moro", Italy) and another one on Analysis on the Influence of Age Assignments for Maximizing the Evolutionary Learning in an Immune Algorithm, by Prof. Mario Pavone (University of Catania, Italy). The conference received 66 paper submissions from 28 countries, of which 26% were presented as full papers. To evaluate each submission, a double-blind paper evaluation method was used: each paper was reviewed by at least two internationally known experts from the Program Committee. As in previous editions of the conference, based on the reviewers’ evaluations and on the presentations, selected authors will be invited to submit extended versions of their papers for a book, which will be published by Springer with the best papers of IJCCI 2017. Besides, a short list of papers will be invited to submit an extended version of their conference paper to the Evolutionary Computation Journal (MIT Press). All papers presented at this conference will be available at the SCITEPRESS Digital Library shortly after the event. We would like to express our gratitude to all the people who contributed to IJCCI 2017. First of all, to the authors, whose quality work has been essential for this conference; second, to all members of the Program Committee and auxiliary reviewers, who helped us with their expertise and valuable time. Finally, we would like to deeply thank the invited speakers for their excellent contribution in sharing their knowledge and vision.
